Excel - Merge and Center Disabled

I have never seen this before. I have a user who is working on a document
and the Merge and Center function is not available. It is grayed out. The
document is not protected.
Any ideas? Everything else seems to be working.

If the workbook is shared (Tools, Share Workbook) you will see this.
